Ok, here is where your getting it confused. after buying the skimmer mount, you get the item Missive for Ebele. this is what you require to start the achievement. Try speaking to Ebele to progress the achievement. i am not entirely sure if you require the item or not. i dont believe you do

The bug prevents players from unlocking the "Skimming the Depths" mastery. While we address the issue, we have temporarily disabled the Advanced Skimmer Course. .
